There is no special building, it simply changes the vanilla hospital to remove the happiness radius. Bannies no longer will idle there.

In all likelihood, the most useful mod in the entire history of Banished modding!!!!

As @irrelevant knows, there is nothing I hate more than citizens idling at the hospital and spreading epidemics all over everywhere.
