I'd like to make a texture mod for the game similar to the "Diversity" mod someone else has uploaded onto Steam. But I have no idea how to access the .png files for the game's textures. So far all the documentation I've seen has explained how to put new stuff into the game, but not so much how to extract existing files to edit. How is this done?

If the file is a real *.png you can open it with any good graphics editor.  I suggest the GIMP http://www.gimp.org
Go not to the oracle, for it will say both yea and nay.

I know how to open .png files, but when I look into the various resources folders where the textures should be stored, I only see the .rsc files:

the developper took alot of care to not let us access to the .png and the 3D graphic files.

the only thing you have access are the code files , and the full examples he provide in the example folder.

I've noticed a number of his textures were obtained from here   http://www.cgtextures.com/
For example:   Wooden Doors (1369) is the one you see on a number of buildings

Joining is free and you can download about 15mb each day I think.
