some ideas for the base game

Trade:
Work Orders - produce goods to complete a profitable order from outside town and deliver to the appropriate TP. (has to be completed and ready at TP for pickup in 2 years)
Rush Orders (higher profit) - produce goods to complete a profitable order from outside town and deliver to the appropriate TP. (has to be completed and ready at TP for pickup in 1 year)

Disasters:
Minor disaster: Old Tree falls - damages structure (cost of repair scales to damage)
Major disaster: Microburst - causes major damage to 1 structure and minor to adjacent structures (cost of repair scales to damage) - replace tornado and make tornado optional hard-mode disaster?

Population:
Refugees arrive via trade boats (small numbers per year) - does not require a city hall, no resource cost(it would already cost you resources to house/feed and clothe them). player must specify to traders that they are accepting refugees.
Hospitals having an effect on citizens health and not just for treating diseases(takes resources to provide benefit to health)

I like the work orders/rush orders, and the refugees.

Got the idea from Everquest2.

If your town is producing items in surplus surely the traders that visit will talk about it at other ports and people will take interest in your goods.
