I use GIMP (hard to argue with free), so I should be able to figure out something similar. Now I just need to get creative with names for the different areas.

Nice town! The images are beautiful. I especially like the ones that are summer/winter comparisons of the same areas.

Yeah, Gimp will do the job just fine... I blew up the map to double the size, then use the sharpen and burn tools to emphasize some of the topographical features... the rest are just different brushes (for the symbols) and plain text.
