A new town hall would be great. I really dislike the vanilla town hall with that tower with the strange pointy roof. The CC version is nice, great for a large town/city but actually too nice for a small community. I'd love to see something in between. A town hall, not a city hall, but having said that this big city hall looks great so far. :)

the sides balcony with half of the windows on the side ... it give a nice better look 3D :)

that big window in middle of the side count alot in the look and give alot of luxury to the building :)

we do have the governor house in the new CC so yeah other jobs can b assigned. but truthfully i would wish for someting more like the congress buulding than the white house. i agree with the others that we need a mid size upgrade to the town hall. the old 1 looks haunted or something n the colonial town hall is more for a metro center than a starting out settlement. u musta read the post the other day bout wanting mega monuments?? lol
the colonial one is kinda a "middle one". this one is almost a wonder (in comparaison with Majestic Cathedral) and will be bigger in size.
I started part of the roof section. i didnt found a texture = of the White house has ... but did my best to find one suitable.
It certainly looks impressive. You have quite a knack for 3D modelling. You could also make a post office and a bank in the same style. Or even some fancy town houses. Not sure if a PO or a bank would have any game function, but they would look good.

I actually like that idea. Also I know some people don't like buildings without a function but some purely decorative buildings add a nice touch to towns and cities.

I'm not so sure I like the green area around that we can't build upon. IMO it would be better if we could place a road right next to every side. The green area between the front four columns and the stairs along the entire front side should allow a road to be build upon it.
bah thats how the white house has been build. dont forget the 2 IMMENSE parks *with fountains, it has :) one in front till you hit the big fence ,,, and the one behind the house, 4X bigger ^^
but i am not even doing the "complex" (the hallway and the 2 big buildings each side) i keep it simple, not too big and i still need to adapt it for banished (little banished changes) to match the tiles.
for about the space in front.... it is a temporary non taken row... cause the rear part is big. a big balcony in circle. big columns surround it and hold the circular balcony (2nd one at 2nd floor)
so when i ll take the space in the rear, all the building will go further toward the front.

I think it is too small in game. If you already have a life-like model, then I'd like to see it in original size. The White House is (I goggled) 51 m long. In my calculation it has to be about 30 tiles for a right scale to the citizens. Really big but why not ... It could be a nice endgame objective. And of course, it should need a mass of building costs.

I don't think it should necessarily be to scale. The cathedral already dwarfs everything around it. It is a nice building and a showpiece for the town but if it is too big we start to give up some realism in the way our towns look. We all are not actually building Washington DC here. That is just my two cents.

it is a building like another one, if you put down this building on the ground that doesnt mean you are building DC ^^
maybe more if you are an east coast american but not everyone it means the white house.
the complex is for sure 51m long, i doubt the main building is. personally i go with the windows. each side has 2 row of 4 windows , for me it is 4 tiles wide. 4 tiles left 4 tiles right , and if you compare the middle ... it is another 4 -5 tiles.
about costs ... i know what cost the vanilla one, but how much CC charge you for their colonial one ?
i will probably charge more that vanilla one. from like 1.5x to 2.5x

didnt made alot tonight, i fixed my "digging" and the walls around it (digging for the basement) and i took that time "optimize" a bit. i fully made all the part in very front, the part with the stairs, the columns, the little roof over it, the blacony over that part with its "railing??". didnt touch the windows yet in front... didnt touch the main building yet.
i am also fixing all the textures on every piece of stones (unwrap)
and i saved 1800 polygons just the entrance in front.
and yes the road can pass there between the stairs and the front pillars :)
(Edit: i just optimized all my windows in front and got another 1200 polys back)

i was approaching the 30,000 poly. i m almost at 25,000. and i only did a very little part. the entrance and the front windows)
i am hoping to get to 12-15k total.
for an house you put 5000 of those in a city it is extremly bad.
but 1 unique building per city ? one of 12-15k ? thats way to be correct. specially thats a super big building with alot of details.
the Majestic Cathedral has 8,000. around that.
edit: the dented parapets have alot i know that.
and also the ... quills ? skittles ? on the railings have even more. if i need to save , i would go there.
edit2 : i just tested to delete the 104 skittles i have on the balcony so far and i dropped to 16,110 poly. so it has 9400 poly just there LOL ^^
i will probably end up to just replace them with simple rectangle boxes ^^

When I calculated the the vanilla TH cost for CC using our materials, I reduced its cost, (about 30%), because our new version was to serve as an achievement which is what the vanilla TH is supposed to be, in an un-modded game. The CC governor's office is about the same as the vanilla was. I see your building as being similar to your cathedral, a wonder, which should be something that is a reward for success.
If you want my opinion I would make it at least 1.75 but less than 3 of the vanilla. The TV of the vanilla is 1232, 62 logs, 124 stone, 48 iron, so you could go with a number between 2156 and 3696, with more stone than logs and iron. Here is an example; 230 stone, (1610), 80 iron, (400), and 75 logs (150), for a total of 2160 TV. Hope this helps. :)

so i am back to it :) while eating kraft dinner ^^
i changed and replaced all the skittles on roof balcony by pentagone cylindreas (cylindre at 5 sides with the angle side turned toward outside to give the best look ...) and still looking very good in game :)
and i deleted like 8272 polygons that way :) thats alot considering i didnt finished to put those, i still have to do all the rear balcony and its circle tower in the back.... which kinda double the total amount of skittles ^^
only the windows on side + couple of other things to optimize and i ll get on the rear part ;)

i finished to optimize everything else !
only the rear part to do (the circle piece and windows on the rear)
and i am down to 14,801 polygons total.
kinda deceived a bit. I wished to go more down than that cause i have all the rear part still to do :(
the only other place i can save much is the dented parapets. they represent 3234 polygons. if i would take them out, i would go below the 12000 which would be awesome cause the rear part will add like 5000
i will see at the end.
hehe completly forgot to add the "false" pillars on the sides ^^
the back wall is kinda done :) just missing the rounded (circle?) balcony
but not sure i want to start that tonight cause this thing will be extremly hard to make. thats the hardest part of all the building ^^

I was wrong to criticise before, sorry.
so after to have spent 2-3 hrs on trying to match the digging started from the front, each side, and get to the back and the rear of the house....
and trying to make it good looking....
i decided to change my mind on something important : the digging and the height of the building vs the ground.
all the trouble come from it seems the ground level in front and the ground level in the back of the house and the courtyard are not at same level in reality, like if the building has been built on a little slop; like 1 meter difference between the front courtyard and the back courtyard.
i know i would never be able to do the same, i decided for my 2nd option : put the rear of the building and put the basement windows at ground level
so now i need to modify the entrance and the way the stairs at the entrance are leading to the building.
the most part i ll do each step of the stairways a bit higher than previous. i need to get almost 1 meter height covered. i know it will change the look of the entrance but i have kinda not the choice to do. that digging is too painful.
it would give that.
(i ll have to figure out where i go with these 2 front wall each side ^^ they were preventing people to fall down 1 meter ^^ i will maybe or delete those or make it go up to rear wall :P)
or 3rd option. which maybe the best in fact ........ probably the best looking.
no basement at all. as it was but no digging to show the basement.
that way i can also save all the polygons to have draw all the basement and all its windows. saving also the stairs leading to the back balcony which i still had to do.
at you to judge , people !!
just to post a picture of where i ve gone with the digging so far , i had to add another row maybe 2 to free the back balcony and do its stairs.
(i took that picture cause i found it funny to see the little kid spying what was going on in the basement of the white house ^^)
so i dunno. i will let you comment for half to 1 day and see what you think. i ll go play CivV ^^
My opinion:
1. Keep the basement windows.
2. Keep the wall but make it sloped on the sides of the two smaller stairs so that the rest of the wall in front is at 1/3 of its original height.
3. Put the wall all round the building and have it link up with the balcony at the back.
The basement really look nice, if you look at the house only, but I can understand your trouble. It is a "hole" at the house and I suppose it will be hard to get the surroundings to look as nice as the house deserves. So maybe it´s better to take the basement away.

I guess option two if it lets you keep the windows on the basement but maybe option 3 is better. I'm sure you will make the right call!

i wasnt sure where you asked me to put the stairs....
but i did this.
