are the values here relevant for how often a woman dies at giving birth to a child?

yes, it is this value as it seems . Setting a high value causes more deaths and lower value the opposite. Again, should have tried before... but I read somewhere that this is not easy to change in the game, so I did not expect that it is easy indeed.
