The smaller toolbar mod. Not sure who does it, been trying to search but no luck yet.

If I'm not mistaken, it's standard in the settings. Unless I'm using some Mod and haven't noticed that it's what's doing this. But I think it's standard.

Before sending the reply, I checked the Mods I use again, and the only one that might do this would be the banishedUI, but I don't think it is. So, it must be in the game's default settings.
